El premio Hugo a la mejor publicación comenzó a concederse la primera edición en 1953 y se ha concedido de manera ininterrumpida, si bien con algunos cambios en la denominación.
Inicialmente otorgado a mejor "revista profesional" o mejor revista sin más. Desde 1955 se empezó a entregar también un premio a la mejor revista amateur o "fanzine". En 1973 dejó de entregarse el premio a mejor revista profesional y sólo se entregó el premio a mejor fanzine, hasta 1984, momento en que se instauró la categoría de revista semiprofesional, tal vez para distinguir la categoría e influencia que estaban alcanzando algunas publicaciones como la revista Locus.
